CWLP Electric Rates

The rates governing CWLP water and electric service are approved by the Springfield City Council. The rate information provided on this site is subject to change by ordinance of the Council. The current Electric Rates shown took effect March 1, 2025 and are reflected in City Code.


   Residential Rates Read More   

CWLP retail electric service is available to all residents inside the Springfield city limits, as well as certain areas outside of the city, including Leland Grove, Southern View and Jerome. Electric rate schedules have been established for eight residential customer classes based on the customer's energy characteristics and whether or not the customer is located in the village of Southern View.


Certain aspects of CWLP residential electric service apply to all customers, regardless of your rate schedule. These include:

  • Seasonal rate adjustments: Higher summer rates are effective from May 15 to September 14, with winter rates in effect from September 15 to May 14. Bills covering usage in both rate periods are prorated based on the number of days' usage in each season.
  • Fuel adjustment: The fuel adjustment provides the utility with a means of charging customers for the true cost of providing service – based on the ever-changing cost of coal, fuel oil, natural gas, fuel transportation and handling, and the operation of the Dallman scrubbers – without having to continuously change the utility's basic rate schedules. The fuel adjustment can result in increases or decreases from the base electric rates, depending upon the actual monthly costs of fuel incurred by the electric system.
  • State utility tax: Each electric rate schedule is subject to the state utility tax, which is collected by CWLP and passed on to the State of Illinois. The state utility tax is 5% of the utility bill or $.0032 per kilowatt-hour, whichever results in a lower tax amount. Monthly customer charges are not included in any state tax calculations made at the 5% rate.


Rate 30: Regular Residential

Available to residential customers in single-dwelling units with single-phase service taken through a single meter for domestic use where an energy source other than electricity is used as the primary source for home heating. The customer is responsible for a minimum bill equal to the customer charge.

Rate 31: Regular Residential (Southern View)

Available to residential customers in Southern View in single-dwelling units with single-phase service taken through a single meter for domestic use where an energy source other than electricity is used as the primary source for home heating. The customer is responsible for a minimum bill equal to the customer charge.

   Business Rates Read More   

CWLP retail electric service is available to all businesses inside the Springfield city limits, as well as certain areas outside of the city, including Leland Grove, Southern View and Jerome.


Certain aspects of CWLP business electric service apply to all customers, regardless of your rate schedule. These include:

  • Seasonal rate adjustments: Except for Specialty Rate 49 and 50 for Outdoor Sports Lighting and Rate 73 for High Load Factor, higher summer rates are effective from May 15 to September 14, with winter rates in effect from September 15 to May 14. Bills covering usage in both rate periods are prorated based on the number of days' usage in each season.
  • Fuel adjustment: The fuel adjustment provides the utility with a means of charging customers for the true cost of providing service – based on the ever-changing cost of coal, fuel oil, natural gas, fuel transportation and handling, and the operation of the Dallman scrubbers – without having to continuously change the utility's basic rate schedules. The fuel adjustment can result in increases or decreases from the base electric rates, depending upon the actual monthly costs of fuel incurred by the electric system.
  • State utility tax: Each electric rate schedule is subject to the state utility tax, which is collected by CWLP and passed on to the State of Illinois. The state utility tax is 5% of the utility bill or $.0032 per kilowatt-hour, whichever results in a lower tax amount. Monthly customer charges are not included in any state tax calculations made at the 5% rate.

In addition to the energy charge, most classes of business customers are assessed a demand charge based on their highest average kilowatt (kW) draw in any 15-minute period during the month. At the option of CWLP, demand may be determined by permanently installed demand instruments or by demand tests.

Certain business rate classes are eligible for discounts. These include Rates 42, 43, 44, 46, 47, 49 and 50:

  • If CWLP elects to meter a customer at 4,200 volts or higher, a 2% discount will be applied to the electric bill. This discount is itemized and appears as a credit titled “Primary Metering Discount” on the customer’s bill.
  • If, with the approval of CWLP, a customer furnishes, installs and maintains the transformer (or transformers) that reduces the voltage from 2,400 volts or higher to the voltage required by the customer, a 2% discount will be applied to the electric bill. This discount is itemized and appears as a credit titled “Transformer Discount” on the customer’s bill.


Rate 40: General Service - Small

Available to any customer for single-phase nonresidential, institutional and commercial service or three-phase residential, nonresidential, institutional or commercial service taken through a single meter at the utility standard secondary voltage. The minimum demand shall be one kW.

Rate 41: General Service - Small (Southern View)

The minimum demand shall be one kW.

Rate 44: General Service - Separate Meter Space Heating

Available to any general service customer who uses electricity as the primary source of heating in nonresidential premises. Electric service to the space heating equipment must be metered separately from other equipment. When winter space heating is accomplished by a heat pump, summer cooling by the same equipment may be served under this schedule. When winter space heating is accomplished by resistance units that are permanently installed and thermostatically controlled during the entire heating season, summer air conditioning may be served under this schedule if the connected horsepower of such service does not exceed 70% of the kilowatts permanently installed for radiant or resistance heating coils.

Rate 48: General Service - Large

Available to any industrial customer taking service through a single primary meter at 4,160 volts or 12,470 volts. The minimum bill shall be $8,000 per month. An industrial customer is defined as one who assembles, manufactures or processes a product for resale from one or several parts. City Water, Light and Power will own, operate and maintain one three-phase transformer bank to serve a customer under this schedule.

Rate 49: Outdoor Sports Lighting

Available to customer accounts with at least 85% of the total connected load being used for outdoor sports lighting. Customers must remain on this rate for a minimum 12 consecutive months in order to be eligible.

Available to customer accounts with at least 85% of the total connected load being used for outdoor sports lighting. Customers must remain on this rate for a minimum 12 consecutive months in order to be eligible.

Available to customer accounts of the State of Illinois taking service through a single primary meter at 4,160 volts or 12,470 volts and assuming a minimum demand responsibility of 2,250 kW. City Water, Light and Power will own, operate and maintain one three-phase transformer bank to serve a customer under this schedule.

Rate 73: General Service - High Load Factor

Available to any high load factor customers located within the Springfield corporate limits taking service through a single primary meter at 12,470 volts or greater and assuming minimum demand responsibility of 2,500 KVA. A high load factor customer is defined as one who maintains a minimum load factor of 85% over 12 months. Customer will own, operate and maintain the required three-phase transformer(s) for the service.

   Electric Vehicle Charging Rates Read More   

CWLP provides incentivized rates to residential customers who install Level 2 chargers. Off-peak charging better integrates electric demand from EVs into the CWLP electric distribution system. Off peak charging is from 9 p.m. to 6 a.m. weeknights and all day on weekends and holidays at a significant discount, 50% off the meter charge and 50% of the normal kilowatt-hour electric rate.

EV Rate Residential Customer Enrollment Steps:
  • Plan for type of charger if Level 2 or higher for those seeking reduced EV rate, and plan for second meter install and consult with electrician. (EV purchaser/owner or contractor should contact CWLP Engineering staff for any questions 217.321.1350 or ElecEng.Rep@cwlp.com)
  • Complete an application for Electric Meter Request for Rate 71 or 72 (below). Once an application is submitted, a member of CWLP’s Engineering staff will contact the applicant and/or the contractor to discuss next steps.
  • Install a meter base for the new meter, which will only serve the installed electric vehicle charger and no other equipment.
  • After City Building & Zoning approves installation, CWLP can install the new meter.


As the EV rate requires the installation of additional metering equipment with specific requirements, we strongly encourage EV buyers or their contractor to reach out to CWLP Engineering early in the process to help plan the installation and address any questions or concerns.
